    Chapter X .

    Safety measures for high-speed craft .

    Regulation 1

    Definitions

    For the purpose of this chapter:

    1.       HighSpeedCraftCode,1994 (1994HSCCode) means the lnternational Code of Safety for High-Speed Craft adopted by the Maritime Safety Committee of the Organization by resolution MSC.36(63),ai may be amended by the Organization, provided that suchamend mentsare adopted, brought in to force and take effect in accord ance with the provisions of articleVlll of the present Convention concerning the amenclment procedure sapplicable to the annex other than chapter I.

    2.       High-Speed Craft Code,2000 (2000 HSC Code) means the International Code of Safety for High-Speed Craft, 2000, adopted by the Maritime Safety Committee of the Organization by resolution MSC.g7(7i), as may be_amended by the organization, provided that such amendment sare adopted, brought intoforceand take effectinaccord ance with the provisions  of article Vlll of the present Convention conc6rning the amendment procedure sapplicable to the annex other than chapterI.

    3.       High speed craft is acraft capable of amaximum speed, in metres persecond (m/s),equal to orexceeding.

    4.       Craft constructed mean sacraft the keel of which is laidor which is at asimilar stage of construction.

    5.       Similar stage of construction meansa stage at which:.

    1.       Construction identifiable with aspecific craft begins; and.

    2.       Assembly of that craft has commenced comprising at least 50 ton nesor3"k of thee stimated massof all structural material, which everis the less.

    ChapterXl - l

    Special measures to enhance maritime safety

    1.       Regulation 1. Authorization of recognized organizations.

    Organizations referred to inregulation I/5 shall comply with the  guideline sadopted by the Organization by resolution 4.739(18), as may be amended by the Organization, and thes pecifications adopted by the Organization by resolution A.789(19), as  may be amended by the Organization, provided that such amendments are adopted, broughtin to force and take effect in accordance with the provisions of article Vlllof the present Convention concerning the amendment procedure sapplicable to the annex other than chapter.

     

    2.       Regulation 2. Enhanced surveys'.

    Bulk carrier sasdefined in regulation lX/l.6 and oil tanker sasdefined in regulation ll-112.22 shall be subject to an enhanced programme of inspections in accordance with the lnternational Code on the Enhanced Programme of lnspections during Surveys  of Bulk Carriers and Oil Tankers, 2011(2011ESPCode), adopted by the Assembly of the Organization by resolution  A.1049(27), as may be amended by the Organization, provided that such amendments are adopted, brought into forceand take effect in accordance with the provisions of article Vlll of the present Convention concerning the amendment procedures applicable to the annex other than chapter I.

     

    3.       Regulation 3. Ship identification number

    ·         This regulation applies to all passenger ships of 100 Gross tonnage and up wards and to all cargo ships of 300 gross tonnage and up wards.

    ·         Every  ship shall be provided with an  identification number which conforms to the IMO ship identification number scheme adopted by the Organization.

    ·         The ship's identification number shall be inserted on the certificates and certified copies there of issued under regulalion ll12 or  regulation l/13.

    ·         The ship's identification number shall be permanently marke.r

    4.       Regulation 3-1. Company and register edowner identification number.

    ·         This regulation applies to Companies  and registered owners of ships  to which chapter applies.

    ·         For the  purpose of this regulation, registered owner shall be as specified by the Administration and Company as defined in regulation lX/|.

    ·         Every Company and registered owner shall be provided with an identification number which conforn'; to the IMO Unique Company and Registered Owner ldentification Number Scheme adopted by the Organization.

    ·         The Company identification number shall be inserted on the certificates and certified copies there,-'issued under regulation lX/4 and section  A119.2 or A/19.4 of the ISPS Code.

    ·         This regulation shall take effect when thec ertificates referred to in paragraph 4 are issued or renewed.

     

    5.       Regulation 4. Port State control on operational requirements.

    ·         A ship when in aport of another Contracting Government is subject to control by officers duly authorize: by such Government concerning operational requirements in respect of the safety of ships, when there are clear grounds for believing that the master or crew are not familiar with essential shipboard procedures relating to the safety of ships.

    ·         In  the circums tances defined in paragraph of this regulation, the Contracting Covernment carryingc--the control shall take such steps as will ensure that the ship shall not sail until the situation has been brough to order in accordance with the requirements of the present Convention.

    ·         Procedures relating to the port State  control prescribed in regulation l/19  shall apply to this regulatior:

    ·         Nothinginthepresent regulation shall be construed to limit the rights and obligations of a Contracting Covernment carrying out control over operational requirements specifically provided for in the regulation.

     

    6.       Regulation 5. Continuous Synopsis Record.

    The Continuous Synopsis Record is intended to providean on-board record of the history of the ship withres pectto the information recorded therein.

     

    7.       Regulation 6. Additional requirements for the investigation of marine casualties and incidents

    Taking into account regulation 1121, each Administration shall conduct investigations of marine casualties and incidents, in accordance with  the provisions of the present Convention, as  supplemented by theprovisions of the Code of the lnternational.
